Ask me personally (what i meant was to come to my tagboard to tag) for me to relink you.
Don't simply put the " I've moved ---------> *gives url*. " There.
It's so irritating do you know!
If you want someone to relink, take the initiative to tag the someone's board lah.
I don't care if it doesn't work this way for you but it works this way for me :D

Yes, i do put the " I've moved ----------> *gives url*. " banner.
But its for non-friends but friendly readers to know that i've moved.
I do go to every single URLs i find from my blog to ask the blog owners to relink!
So, i remove URLs of blog owners who didn't tag me about relinking and instead put the "Moved" banner, expecting me to relink them.

While i'm tagging people whom i linked to relink me, i do check if they had removed my linkage.
If they removed mine, i'll remove theirs too.
I might not know the reason behind them deleting my URL but it will never be the same case when i delete URLs above :D
Too bad, this is how cruel this current society works.
Inactive URLs will also be removed, obviously after typing so much.
(You must be thinking "No big deal, i also delete your link lor!")
But to your horror!

I don't care if you removed my link because i deleted your link because you didn't ask me to relink but, get this in mind that this is the third or fourth times i publicise my thoughts about this issue and you're the one in the wrong. Haha!
I stated my point of view.
